JOB DESCRIPTION

Public Works Street Crew Leader is the specialist and lead worker level. Positions in this classification are assigned to perform one, or more, of the following functions: operation of complex heavy road construction equipment; construction and maintenance of roads, bridges, and/or drainage facilities; construction and maintenance of street signs and traffic control signs; maintenance and removal of trees, serve as crew leader of a mall crew. Positions in this classification may rotate from one assignment to another. This classification is distinguished from the lower level classification of Public Works Street Worker III by the specialized nature of the former’s assignments, as well as, performance of the lead worker function.

• Effectively direct the work of a small crew engaged in a variety of public works maintenance activities
• Train Street Associates I, II, III in the operation of equipment and the performance of specialized maintenance activities
• Work cooperatively with others as part of a crew
• Act as crew leader of a small crew on a continuing basis
• Direct workers performing a variety of road and bridge maintenance activities in the Street Division
• Participate in the work being performed by the crew
• Perform a variety of road, bridge, and drainage maintenance
• Operate heavy equipment
• Oversees and participates in a variety of semi-skilled and unskilled tasks in maintaining City streets, sidewalks, rights-of way and drainage
• Oversees and prepares forms, lays concrete to repair or replace sidewalks, storm drains, curb and gutter, or related structures; finish concrete
• Oversees and fits drainage pipe together for construction or maintenance of storm sewer
• Oversees and operates dump trucks to haul dirt, gravel and equipment
• Oversees and participates in preparing asphalt material and patching
• Oversees and participates in laying, pouring and finishing curbs, gutters and sidewalks
• Oversees and operates power-driven hand tools in packing asphalt, as well as, concrete cutting and breaking tools
• Oversees and cleans storm drains and catch basins
• Oversees and operates pneumatic tools in repairing utility cut-ins
• Oversees and assists in painting lines, directional signs, curbs, lane crossing, as well as, replacing signs
• Prepare and maintain a variety of records and reports related to work performed
• Read maps and interpret plans, specification and maintenance manuals
• Estimate time, materials and equipment required for assigned jobs
• Train assigned employees in their areas of work, including street maintenance methods, procedures and techniques
• Supervise the use, care and operation of equipment including power tools and trucks
• Verify the work of assigned employees for accuracy and ensure adherence to safe work practices and procedures
• Performs related work and special projects as required

Qualifications

• Two years as Street Worker III or equivalent experience
• High school diploma or GED equivalent
• Must possess a valid, Class A CDL
• Must be capable of performing the necessary functions of the job
• Must be able to take after hours on-call that includes extended hours, nights, weekends, and holidays

Desirable Training and Exerience

• Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying
• 3 years’ experience performing the above duties is preferred

Knowledge, Skill and Abilities

• Safe road construction practices
• The operation and routine maintenance of trucks and light road construction equipment
• The proper use of hand and power tools commonly used in public works maintenance work
• The safe operation of complex heavy construction equipment
• Basic methods and materials used in road, bridge, or drainage maintenance work
• Basic principles of supervision and training

Physical Demands

Primary functions require sufficient physical ability and mobility to work in a field environment such as: walk, stand and sit for prolonged periods of time, stoop, bend, kneel, crouch, crawl, climb, reach twist, grasp and make repetitive hand movement. The performance of daily duties may require climbing on ladders, operating assigned equipment and vehicles, lifting/carrying/pushing moderate to heavy amounts of weight and verbally communicate to exchange information.

Work Environment

Work is usually performed in an outdoor field environment. This results in exposure to noise, dust, chemicals, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, hazardous traffic and all types of weather/temperature conditions. Work and/or walk on various types of surfaces including slippery and uneven surfaces, as well as, rough terrain is common. Ability to work inclement weather.
